Hey guys! So I'm a big fan of American Dragon: Jake Long, and one of the main writers for that show wrote a few episodes of Kim Possible (this one included!) And in an interview he did a while back, he shared a piece of the script for this episode that S&P took out.
Just a fun fact for everyone, here it is:
KIM: Oh, and another thing. Smoking looks cool. I mean, I know cigarettes are a nasty habit. They’re totally bad for your health, make your breath stink, your teeth yellow, and all that. But let’s face it–smoking just looks really, really chill.

I think it's a clique thing? They seem cool because it's a group that is hard to approach because they all have smoking in common, and if you don't smoke you don't belong.

It's interesting how smoking seems to fit with things that come naturally.
I remember I was on a crowded subway at the edge of my sanity and when the stress was getting to be too much I took a long drag on the pen I had in my mouth. And a moment later had a moment of "Whut?" (Yup: the confusion overpowered spelling.)
I've never smoked, I haven't even tried it, so where did that come from? It's something that smoker can do to calm themselves down (long inhale through the cigarette means more nicotine) but long inhale through a pen that happens to be in your mouth has no chemical pay off. So why? There are a lot of possible reasons and of the plethora only a handful (most of them unlikely) directly relate to smoking.
Then again, it does look cool --as even Disney knows:
